Can you send money to charities to other countries without leaving your home country?

A guy e -mailed me to give money to other charities to countries that was not the country I lived in. He told me to destribute 18 million. This guy said he had cancer and was dying soon. I felt sorry for him so I want to help him should I help him? Can I give money to charities that are not in my country, I dont want to leave my country the U.S. but I still want to give the money to the other charities without leaving my country. Im 15 years old.
